Thank you for getting in touch with me to express your views about adoption and the Adoption Tax Relief Guarantee Act of 2009. I believe that minimizing the financial obstacles of adoption is critical for helping children find safe and permanent homes.
The Adoption Tax Relief Guarantee Act of 2009 (H.R. 213) will make permanent the tax credit that eligible families receive when adopting a child. This bill was introduced on January 6, 2009 and has been referred to the House Committee on Ways and Means. No similar bill has yet been introduced in the Senate.
You may also be interested to know about the Adoption Incentives Program (AIP). The AIP, first enacted in 1997, is designed to increase the number of adoptions of children in foster care where reunification with the family is not possible by providing incentive payments for the adoption of special-needs children and older children, as well as for grandparents and other relatives who want to provide a permanent home for the children they are raising. With my support, last fall the Senate passed H.R. 6893, Fostering Connections to Success and Increasing Adoptions Act of 2008, which included the reauthorization of the AIP. This legislation was signed into law on October 7, 2008.
