As soon as you are ready. I took DD at 5 months so I could hang out with other moms. They don't really interact much until a year and it's closer to 2 before they'll play together.

I did when I was on maternity leave but it was definitely more for the mommies. I've noticed at daycare that DS is starting to really play/interact with the other babies now, so he'd probably enjoy it at this point. Sadly we have no time!!
the 1st yr or so playdates are really for the Moms (or Dads, but mostly it's the Moms). but it's good to get a baby to be around other babies. I don't think there is an age you have to wait for (well, maybe 6-8 weeks just b/c of germs)
I get together with my friends with babies all the time. It's definitely more for me right now, but C shows an interest in what the other kiddos are doing. In our baby yoga class, the little ones (even at 6 weeks) were fascinated with each other!
I started playdates right away, but like pp mentioned, it was more for me. Little kids really don't start interacting with each other until after 2 years of age, but it's still fun to do our weekly playgroups and watch the kids looking at each other, playing with each others toys, and occasionally fighting over one of them.
On our way to 3 under 4!

Baby Boy Due This Summer!
I started when DS was 6 months old, but didn't really go much until he was almost 1. Even now, he doesn't really interact with little kids that much. I believe that they really don't start playing together until they are 3 years old. Until then, they parallel play--play near one another and possibly watch or interact a little bit, but really just play on their own.
I wish I had started earlier though. DS is extremely timid, and part of me thinks that he would be more comfortable around other kids had I pushed playdates more when he was younger.
