How do you know when to switch nipple sizes?

LO is almost 9 weeks and for the past week has had trouble latching on to his bottle. He will roll his tongue around a couple of times, then finally latch on. Is this a sign that I need to switch to level 2 nipples or could it be something else?

i switched nipples at around 7/8 weeks...the rolling tongue thing my son does and it usually means he isn't ready to feed just yet
