Barking dogs- I want the owners fined big time.

We have been dealing with agressive barking dogs adjacent to our house since we moved into our house. We live in Clackamas County- and the authorities have been disgustingly worthless in helping us. They have issued warnings and whatnot, but still have not fined them. DH has been jumping through hoops for over a year trying to do something about this.
The dogs are fenced in next to a walking trail. They are agressive and bark loudly for long periods of time everytime someone walks by. They even bark if people go outside to their mailbox which is WAY far away from the dog owner's property.
Basically, the owners don't train them and just neglect them and let them sit outside all day. They don't walk them- they just leave them outside all day. Usually they let them out as early as 6am and bring them in as late as 9pm. I don't blame the dogs, I blame the owners.
Now we have Sweet Pea, and the stupid dogs have woken her up from a nap more than once. So as you can imagine- now I'm REALLY pissed!
We have already been in contact with Dog services with the county and they have been USELESS. Utterly useless. They have "tried to contact" the owners to work something out, and the owners have refused to cooperate every time. Doesn't that say something?
I'm mostly ranting, but does anyone know something we might not know? DH has the laws memorized re: noise violation, etc. and this still has not been good enough for dog services. He now is video recording out our window to prove how often they bark, he has another neighbor ready to complain, and he is starting a petition and having the neighbors signing it.
How far do we have to go to get a citation for these people around here? Geez...

Are you calling animal control, I had a similiar problem in my area and the Washington county animal control said any dog barking longer then 5 minutes long any time of the day is to much. They should be getting tickets from animal control and if it doesn't get fixed anminal control comes back out and fines them again. they need a bark collar probably. I would call animal control.

WTF is the point of getting a dog if you're just gonna have it sitting outside all the time and not train it or anything?

That's my thought too! I can't stand it when people get a dog and it just lives outside.. a pet is a family member dangit! My sister and BIL make their dog sleep in the garage at night and put him out there when he's bugging them.. poor guy
