CPSIA question and felt

Say someone started selling felt food as an at home business.  How does that work with the new CPSIA laws?  Is it exempt from having to be tested since it's made of felt and polyfill and shouldn't be dangerous?  I have been trying to look online and am getting confused by the phrasing.

 Also where does one find that felt that is made of recycled products and can be machine washed?
