I can't figure out the PM thing

Do I have to add someone as a friend before it will let me write a PM?  Or am I completely in the wrong place to write it.  Help?

    You know the button you push to respond to a post?

    Next to it is quote and next to that is contact. 

    Pick the first option on the drop down menu and there you go!

    Go to a post that the person who you want to send a PM to wrote.  Click the "Contact ?" button at the bottom of their post, under their signature.  Then click on "Send [nestie name] a private message."

    Right now the PM system is effed up and you can compose PMs but they cannot be replied to.

    ETA.  I'm slow.  I fail.
