We took DS for the first time when he was a little over 2. He loved it. I would think your DS would enjoy it. There is alot going on to keep their attention.
My daughter is older so I can't speak to the age issue. She really enjoyed it but she was 3 last year. I have to mention being careful about the merchandise. I waited in line for almost 15 minutes for an Elmo head balloon because they bring them out during intermission and all the kids' eyes are on them. They don't disclose prices and when you get to the front of the line you realize that you now have to pay $15 for a balloon that you waited 15 minutes in line for. It all came across as kind of sneaky and I could see the looks on some parents faces that a $15 balloon was not in their budget for the show. It was disappointing.

we took truitt last year and he enjoyed it, although i think it is a little long for the close-to or just past 2 set. it was an hour and a half, i think. anyway, you could see all the younger kids losing interest by intermission.
we have some friends whose daughter was not quite 2 yet and she got freaked out when the giant characters came out on to the floor, but they had floor seats and were really close. just something to consider. they ended up leaving because she was freaking out.
as far as the balloons, yeah. i agree. we didn't get in line because we had already bought tru a toy at the vendor. it was $15 too but its almost a year later and he still plays with it. if ihad gotten in line to find out the stupid balloon was $15, i would have been ticked. and then the worst part was everyone who bought balloons had to stick them under their seats for the 2nd part of the show. literally, they were told to. clearly it would be rude to have all these balloons flying but maybe they should have thought about that before they brought them out in huge bunches during intermission...
I think 21 months is good. We just took Natalie to Sesame Place at 21 months and she adored it. However, you should be prepared to possibly not make it through the entire show. Natalie got restless sitting through the 15 minutes shows at SP.
