Mass Health Ins regarding 18yr old

Does anyone know what the deal is if your child does not attend college after highschool?  I am confused and have a headache from researching online.

    If the child is not in college or attending some sort of school at the age of 18 he/she is responsible for his/her own health care and would have to apply.

    I thought they changed it to 21 when the new law went into effect.
