Depends on the person. We send gifts for all close friends and family - or usually bring them the gift when we meet the baby.
But for random people, we don't send gifts. I usually just send them back a Congratulations card.

I wouldn't for a former-coworker.
And I forgot to mention that by "gift" I mean gift card. I usually do a BRU gift card so I don't have to spend a bunch of time and energy on shipping.
