What is a ghost bag?

My neighbor just called and said they were going to be dropping off a "ghost bag" sometime tonight.  I guess they ring the bell and run?  I'm guessing I have to reciprocate, right?  What's in the bag?  This is all new to me and I didn't want to seem dumb and ask a bunch of questions when I had her on the phone.

    Well, now I don't feel so bad.  No one here has heard of it either!

    its a bag of treats-or something that a "ghost" delivers and you get to pass it along to them or another person--its starting to get more popular where I live

    We "boo'd" one of our neighbors this year-but I have no idea if they passed it on! I just filled a treat bag with random halloween stuff (think pencils, little toys, etc.) And some candy.
