You should keep them rear facing as long as possible, it is recommended to ?sit rear facing until 2 years old. ?If you have to, you can switch to forward facing at a year. ?I am not sure on weight requirements,
The law is 1 year and 20 lbs. Our doctor said that we should all (adults and children) be rear facing, because it is safer. Not practical though.
He said that it is safer to leave LO rear facing as long as you can. However, people don't like doing it because LOs don't like it (it's pretty boring staring at a seat and you can't really see out the windows) and at around a year and a half they can start getting carsick.
