help with tummy time and what they should be doing please!

I've been sure to do tummy time at least once a day with the babies, but I'm not sure who is doing what they should be doing since my babies are such opposites in every way!

M pushes himself up on his forearms and looks around and can actually stay that way for several minutes.  However, H will only sometimes pick her head up, just a little, and get it from one side to the other (slowly and with convincing from us to do it) but probably more than 80% of the time, she lays and licks her arm.

Who is where they should be?  What else can I do to help H get motivated to do something other than lick?  We get down with them, talk, encourage, put a bright colored toy so she'd have to turn to see it...I'm out of ideas!

    DS didn't raise his head up until about 3months or so.  I don't remember when but he was not good at that for awhile.  some other kids do this very early.  I think they are both within the healthy range of picking their head up while on their tummy.
