My Dad (in Montana) had to be on a waiting list for about a year to get his Prius. . . this was 4 years ago or so, but Montana was not a high-priority state to receive them.
He also had to take what was available (color/features) after the year. He had no choices. New Prius factory has been built since then, though.
We used to have a Civic Hybrid and a lot of my friends have Prius' or other hybrids...I have never known anyone to have a wait (other tha a usual one for a specific color or whatnot)

I think it really depends what state you live in.
