of the Virginia Childcare regulations in regards to caring for the incontinent or non toilet trained.  It is vague though because it says a waterproofed container or pail may be used.

Your DCP may just be intrepreting the regs differently.  But it may be worth a shot to at least offer this up as an argument for you to be able to go back to CD's at daycare.

There was nothing on the Fairfax county govt website.
