Effacement is really the number to look at. Because the more you efface, the easier it will be to dilate. That is what a few doctors told me anyway and I'm not explaining it as well as they did. But whatever they said made sense.
I think, typically, your cervix thins out first before it can dilate any. I would imagine it's easier to pull apart something when it's thinned first so that would be ideal to me!

When I reached 100% effacement (at 39 wks 4 days) my doctor swept my membranes and I gave birth within 24 hours. This happened with both of my first two children.
So........... good luck! Depending on how far along you are you could request to have yours swept.
