Definitely not swaddlers- DS is 19 lbs and outgrew the 2-3s weeks at least a month ago. I'd actually go with baby dry if your DD isn't crawling around too much and/or you've had diaper blow-out issues. We've used cruisers and baby dry and have yet to have an accident with the baby dry while the cruisers caused us constant out the back and leg issues. Sorry if TMI!
My DD is 14lbs and she's been in the 2-3s for awhile. I got fed up with the 2s because it seemed like she needed more give around the thighs but the tabs still crossed around the middle. The 2-3s are the same width as the 2s but the rise is the same as the 3s.

Yep, I've never had a problem with them, and I think they are the least expensive of the Pampers.
She's always been dainty. She only weights 29 lbs and is 4. I love it though because I can tote her around with no problems.
