Infant clothing sizes go to 12 mths. Toddler sizes start at 12 months. um, are they the same size? (sounds like a dumb question) Why the duplication of sizes? Is this just the great size that you get to pick from 2 departments?
I don't think toddler sizes start until 24 months. 24 months and 2T are essentially the same though one is cut narrower and one is longer. The 24 months allows room for a diaper. Toddler sizes do not. I know there were some newborn clothes that don't come in 12 months. I was looking at some of the Dwell clothes at Target yesterday and they didn't come in 12 months because they were a newborn line.
12m infant = 12m toddler as far as I know. I think it's the same stuff but maybe some brands group it with infants and others group it with toddlers, or else just display it both places.
You're right though, there is way more stuff available to buy for 12m than 9m. I think they stay in the 12m size until 18m so that is longer than the 3m infant increments.

I am pretty sure toddler sizes allow room for a diaper. I used to work at Kids R Us in the baby dept (before BRU) and they told us that the difference between kids size 4 and toddler 4T is room for a diaper.
