we are landlords. We let calls go to voice mail when it is not convient, then screen them. We have gone to houses at 11 pm on new years. When I leased apartments. We had an answering service that ask a series of questions then paged up if it seemed immediate need.
We end up contacting our landlord via email on most occasions, and she typically responds within the hour during the day, and at most by the next day if it's a weekend. ?Major issues are fixed right away, and smaller things are handled within a timely manner as well, just not as urgently.
We had water in the basement a few weeks ago (Sunday night, of course!) and we emailed her at about 9:30PM - she had responded to us by 9:30AM the next morning and the plumber and a/c guys were at our house by Monday afternoon.
Sounds like you're having a nightmare of a time with your landlord?!! ?
here's the latest example...our a/c broke on monday and it was 80 degrees in S's bedroom when we put her down at night. DH called the landlord at 9:45. granted a little late, but the man and his wife don't have kids (my general cut off for people w/o kids is 10)--plus--he's the landlord...give me a break. he then tells DH he is out of the country and will take care of the a/c when he gets back on the 19th. wtf???
needless to say I got on the phone and ripped him a new one. the a/c was fixed today.

We live in a rental house in Arizona, our landlord lives in California. Based on that I would say no. His sister lives in the area though so I have her number and if anything happened I would call her. I haven't had to call her yet though, knock on wood.

For the most part our landlord is avaliable and if not he tells us to get it fixed and he will pay us back or get a bill. The only he has asked us for is to let him know if we are thinking something is going or have it looked at.
I went to work at 5am and saw water coming out of the garage so my DH called them around 8 or 9am. We went a day and a half without hot water. Just a few months ago we lost electricity in half of the house so again my DH called them at a decent time in the morning and they were not very eager to find someone to come out and fix it. The next door neighbor knew someone who came out and fixed it right away. If she had not come to our rescue we would have had to go the entire weekend without electricity. They never really seem to move with urgency which is really annoying. At least they do let us know when they are going to be out of town and when they will be back.
