call me old fashioned, but I don't think it's appropriate for little girls to wear skirts/dresses at a jump house.
We were at a birthday party today and a little girl, about 3 or 4, was putting her socks on while sitting on the floor and her underwear crotch was just out there for everyone to see.
Then there was another little girl, about 10 or 11 who was wearing a SHORT skirt at the party. I'm sorry but I thought it was t-a-c-k-y.

My almost 4-year-old wears dresses every day, but probably only wears shorts under them 50% of the time. Believe me, we are working on it, and she knows that "nobody wants to see your panties," but as I'm sure you realize, young kids have no shame. (heck, look at all the babies and toddlers being changed in the open at pools - they get outright naked!) I am sure a ton of people have seen my daughter's underwear, even just walking through the mall and she'll twirl. Or climb up a bench at the park.
Anyway, a 10 or 11 year old should know to wear shorts, but they're still kids and don't really think about those things all the time. Heck, they just want to jump!
I remember in elementary school when they added the "must wear shorts under skirts" rule to the dress code and hated that rule! Finding shorts to go under skirts can be difficult, and I hated the extra clothing as a kid.

10/11 there's no reason not to where something else. And I would think the person driving knew where they were going and could have vetoed the outfit.
3/4, you're right, they should cover it up. I often wonder about Addie in big girl underwear, they stop selling bloomers with most T clothes. How long do you put bloomers on a kid? but they're so unaware of flashing everyone (usually) that I don't think that ones as bad. (although once again the person dressing htem probably knew where they were going and could have dressed them otherwise)
I always was happy with little bike shorts since I was a dress wearer as well. It took some stupid boy to make fun of my panties to get me to wear shorts under my skirts.
I wanna say Target sells little bike shorts in the Circo brand. My charge always had them on under her dresses.
My oldest was firmly in her I-will-not-wear-anything-but-pants phase when she was 10 so I never needed to worry. My youngest is very headstrong so we will see... In the end, it's just underwear - at least they're wearing some

LOL at the idea that wearing skirts/dresses is not old-fashioned - old-fashioned girls never wore anything except dresses and skirts.
Honestly, I wouldn't think a thing of a 3 or 4yo wearing a dress or showing off her underwear. I don't think kids develop a sense of modesty until 5 or 6. It's just not a big deal IMO.
The older girl should know better, but then so should her mother and her mom is probably the one who bought it for her. I think the super short skirts are pretty tacky no matter what you're doing. Whenever I see them I just *hope* that they are skorts, but I know that most of them aren't.
