At the bottom we just started using a tension gate, just to keep him from going up the stairs. Our stair case is extra wide (over 42" which is pretty standard, I guess), so we put the Evenflo Crosstown which goes up to 60" wide. I wouldn't mount one at the bottom, just the top.
i'm not too sure about bottom stair gates but i believe all top stair gates are required to be mounted. we have the evenflo top stair gate and love it! its mounted into one side of the wall and swings open in both directions, so when we're not using it, it just rests on the side of the wall and we don't have to take it down. when i do need it, i just slide into the other mounted pieces. it's very easy to use although it was a pain to install it.
We've been looking too cause we have a banister at the bottom of the stairs (and top) that I really don't want to drill holes into. I found this website (and particular gate).

I've only ever seen mounted for stairs - it's a safety issue.
