I think if it is on your registry you can. They will tell you to print out the gift log to show it was purchased. If not, the item has to be under $20 to return it with your ID.
If it's not on your registry, this is the best case scenario. The Target in my town only lets you do 2 returns per calendar year without a receipt. They take your drivers' liscense number and everything to make sure you only do it twice. It's weird.

I did this today with a Boppy, which wasn't on my registry either since I already had one. They just made me print out the purchase log from my registry and cancelled out one of the random other items purchased. I received store credit.
Call your Target to see what the return policy is. Ours won't allow ANY returns without a receipt. They may allow it if it shows purchased on your registry but again, this depends on the Target. Ours started to really crack down regardless of dollar value. Even on exchanges! I actually am refusing to shop there now.

It may seem weird to us, but it's an anti-theft policy. People looking to make some quick cash will swipe something cheap from Target, and then try to "return" it claiming they lost the receipt. An easy $15. Maybe your branch has had some specific problems with people doing that.

Can I just say how INCREDIBLY ANNOYED I get with people who buy off registry things they say you "need"? Why, oh WHY do people buy off registry????
