I had it really bad while we were in Barbados and I was 7 mos pregnant. I was sure it was PUPPS but it cleared when we got home so turns out it was an allergic reaction to something. Anyway, the only thing that gave me relief was to rub noxema or any kind of tingly lotion on my belly... all day long. I stunk like a medicine cabinet! But it did the trick. My options were limited down there, so I'm sure you could find a non-stinky tingly lotion here somewhere...
Is it the stretching skin that getting itchy? I used a neat cocoa butter stick on my belly from The Body Shop. Looks kinda like a deodorant, but isn't sticky or slimy. It seemed to help some.

I had PUPPS, too. Here's what worked for me (from my blog):
the winning combination seems to be:
a very hot shower (thanks, Teresa, for the suggestion!)
wash with Grandpa's Pine Tar Soap in shower
followed up with Burt's Bees Mama Bee Nourishing Body Oil while still wet
slather on some Sarna lotion
additionally, I'm taking dandelion and nettle tinctures twice daily, which may be doing some good as well.
And
voila! I'm good for about 8-10 hours! Generally I do have a period of
itchiness in the evening, but Sarna or Tea Tree Oil + the exercise ball
pump blowing air on my belly seem to do the trick.

pregnancy equivalent to feeding me frozen grapes, I think!
I had PUPPS, and my favorite lotion was Sarna (except for the smell) but it works amazingly well. Walgreens has a generic form for a couple dollars less. Also, benadryl helps.....
