I'm not sure what the best double stroller would be, as it depends on your individual needs, but here is a link for a post with all of the strollers everyone else is getting or looking into.
I have a few double strollers actually- the baby trend sit and stand deluxe, the maclaren twin traveller and a double jogger. Here are the pros and cons of each (according to me!):
The double jogger -I dont know the brand of mine, its in my basement right now. From my past experience w/joggers, I don't use it to excersise, but it is fabulous as an all terrain stroller. When football season starts for my older 2 boys, we will be using this as it is easier to maneuver on the fields than a regular stroller. It takes up the entire trunk of the minivan though when it collapses.
The Maclaren (twin traveller)- love love love this stroller! A narrower side by side fits through doorways easliy, turns on a dime. both seats recline, and it is for infants on up. Most side by side (umbrella style) say 6 mos and up. It folds up so compact, but it pretty heavy to carry around once folded up.
The the sit and stand- it fits my baby trend infant carseat, which is so convenient (especially when she's asleep, to transfer her in and out) while she is so small. It folds easily and is pretty compact for the size of it. Its a very practical stroller, but I find the tandem is a bit more difficult to steer. My sit and stand has 2 seats (its the 'deluxe' model) and you can remove the back seat to reveal the bench and floor of the sit and stand. I know from my older 2 (I had a sit+st. back then too) the older guy hated the stroller, never used that feature as he insisted on walking.

IMO, there is no "best" double stroller like there is a single. They just can't compare. Doubles are going to be bulky, unless it is a double that's made for infants 6 mos +, in which case that has drawbacks too. I waited to buy a double until after #2 arrived and used the bjorn and my single for awhile. Eventually I needed a double and borrowed my SIL's graco double. Didn't love it. We ended up getting a combi SBS that I also don't love. It's light weight, it reclines and it fit the car seat, but my kids fought terribly sitting next to e/o. It was good for our trip to Disney, though. We mostly use our sit n stand now. Still not ideal, but for a 2 and 4 y/o, it works. My DS was never and is still not a big walker. Both of my kids love a good stroller ride. This keeps them a safe distance apart from each other and allows them to get in and out pretty easy now.
We love our Bumbleride Indie Twin. We tested over 30 doubles including the Phil & Teds and finally settled on this one and we love it. It's a side by side but gets through all doors. It is not that wide (and we take it on the subway b/c we live in the city). Plus, it has the rubber, air filled tires so we can even push it in the sand a bit when we are at the beach. It has a huge basket, and it looks great. I can even push it one-handed. It fits in our small trunk. I cannot say enough positive things about it. They have a demo of it on Youtube if you wanna check it out. The one I got is the ruby one (which is a lot nicer imo than the one on Youtube).
Agree with other poster from Chicago. We love our Bumbleride Indie Twin. It fully reclines for infants plus there's a converter bar to snap in the car seat on one side. Front wheels can lock into position if you want to use it like a jogger or swivel for everyday use. It's not that compact when folded up, but it's not as heavy as you would expect. I disagree. I have the P&T Sport. It is fantastic, not bulky and can be a single in under 10 seconds and back to a double just as fast.
