Fabric teething rail question..

If you don't own a sewing machine can you make this by hand?  Like with the fusing tape that you iron on to make hems?  I ahve a sewing machine but I don't know how to sew and to thread it, it is stuck halfway (long story).  So I would need to make this soon.  DD has been hitting/banging her head on the rails and also the side rails are getting chewed up already.  TIA
