Adobe Photoshop question

For the life of me, I cannot figure out how to blur the background of a picture. I printed out specific instructions on how to do it and making a new layer, but it still does not work! I don't know what the heck I am doing wrong. Can anyone tell me how to do it? Is there an easier way that I am missing here??!!
