No 2 or 3 year old is going to be able to float in a pool by themselves safely...but you should get either an infant vest..the ones with the head thing if you aren't going to be there for her. Or else..they make some cute lifevests that 'Help' them swim at Walmart for $12 that are PFD approved vests.
I would be right there, of course, but I just wanted to get her something so she didn't need to hang on me the whole time. We are taking swim lessons right now together and I thought it would be good to introduce it during that time.
Get the one that they actually wear like a swim suit. Your best bet is to order online at Wal-Mart or a pool store. I have had no luck in store b/c they sell out fast.

there are vests sold in Target also.
Last year I bought Ethan a belt. The best feature is that you can take off blocks one by one as the child gets more confident in the water.
