My sister is due Nov. 29th and we are in the beginning stages of planning her baby shower. I just got a partial guest list from her and it already has 60 names on it and this does not include any of her partner's family members. Wow! So, my question is, how many people were invited to your baby shower, if you had one already?

This is crucial! Limit the cost to finger foods, beverages, and a nice cake or homemade cupcakes.
I threw one for two friends together and by the time their list was finished we had to rent a place to accommodate the 100 or so guests. Having an afternoon shower without the cost of a meal helped tremendously.
I agree that not everyone will show up. (Personally, I think having 100 people for a baby shower is too much anyway.) I also second the finger foods around non-meal times (10am, 3pm, 8pm, etc.).
What I tell my bride's that are concerned about their ballooning guest list is to blame it on my facility's size. For example, if your living room can only accommodate 20 people, then she needs to slim down her list. However, if you have a church hall you can use, that may be an option. I've had people call me about baby showers, but no one seems to want to spend $1500 on a baby shower so renting some facilities will be out of your price range.
