I saw someone do this theme on a decorating show (i forget which one..sorry!) and it came out sooo cute! They did pale turquoise walls and then put grass hula skirts around the end tables and over the front of a book case. They also attached flowers from lays (sp?) to paper lanterns and hung them from the ceiling.
i would start by picking out your bedding and going from there. it's a lot easier to match paint, or have paint mixed to match your bedding, than vice versa. i love the hula girl/beach theme! we love hawaii, and i love hula girls- i have a hula girl bathroom in our house.
I agree about that turquoise would be a great color, but you should probably fund the bedding first. I think Pottery Barn Kids had beach themed crib bedding online. Check it out, and don't forget to look in the sale and clearance sections too. Good luck!

Re: Hula Girl/Beachy theme
I agree with mooninluv - I would pick out the bedding and then pull one of the colors from that.
Great theme idea, by the way! Very cute idea. I'm sure you'll find a lot of decorate things you could add to the room.
I found a couple of links for beach/hula themed room decor:
