  Smocking?  (there are 2 types, hand smocked, which doen't stretch, and elastic smocking)

  Just remembered it may also be called smocking. I don't know how hard it is to do but there's a tutorial on the first page of this message thread

  smocking... takes me back to the dresses my great aunt bought me each easter and christmas. the brand was Polly Flinders? they always had smocking in the bodice and big sashes to tie in back...
