I've had two. One was right after AF, the other was the day before AF. It doesn't really matter what day, they just want to make sure you aren't pg when they go in. If it's done early enough, you can still try that cycle.
My RE wanted it done in the first part of my cycle. He actually put me on the pill since mine are so long and irregular. After the surgery, he told me no sex for 2 weeks (actually, nothing in the vagina for 2 wks), until my follow up appt.

it usually needs to be in the first half of your cycle, before ovulation.
I don't think it rules out TTC, but I was pretty sore for awhile so I certainly didn't feel like having sex that month!
