When are meltdowns not ok anymore

I was watching a suoernanny episode and the boy and girl are hvaing tantrums like ds. He is 26 months old. I think they looked like 4 and 5 maybe. I know tantrums are normal, but what age can they deal with emotions better and are tantrums no longer ok.

ALso- do you do a timeout for tantrums or just wait till they are calm. DS has been fighting getting dressed for school lately, not everyday but every so often

    Alex fights about getting dressed.  She will have an outright tantrum about that.  She will get a timeout or priveledges taken away at this point.
