Our girls are 21 months apart. However I didn't purchase this stroller until the baby was almost 4 months old. I had a 2-year-old who was easily able to stand on the platform. Your older child can also sit, but when the stroller is set up for the carseat, the sitting part in the back is not as roomy. My older child almost always prefers to stand so it never mattered.
I've not tried a side by side double stroller so I can't compare that style to a sit 'n stand stroller. Good luck - it's hard to find a good double stroller!
We also got the Bob Dulie. I'm not getting the car seat adapter though because it doesn't work with our car seat. I just plan on putting the little one in the sling for awhile.
I can't say enough wonderful things about my Phil & Ted Sport Buggy w/ doubles kit. It was one of our best baby investments ever. I only wish I bought it when Maren was born and used it as a single with her before needing a double.
The flexibility it offers is great, and it handles like a dream. The single stroller footprint also makes it super easy to maneuver through the mall, etc. Now that Maren is almost 4.5, she doesn't really sit in a stroller anymore. But it's ok because I just use it as a single with Blake - but keep the doubles seat on just in case we need it.
Re: rec. for dbl stroller (19mo and nb)
We have this one and love it:
