I almost wonder if that isn't too big - we just switched from 1s to 2s a couple weeks ago and DS is 3.5mos, 14-15lbs, and we were actually still putting him in 1s during the day until we finally used them up a few days ago.
Is he only blowing out at night? (Guessing because of the time of your post)If you're sure the diaper is snug, it can't hurt to try the 4s at night, if that doesn't end up being the solution, you'll use them eventually anyway.
We just moved to size 4's at night because DS was starting to blow out again as well. He's around 18 pounds now. I also noticed that the diaper sides weren't completely meeting on his hips, so I figured we'd try the next size, and I was right. We've now finished up the 3's and are exclusively on 4's. He was only in size 2 and size 3 for about a month each, just to give you an idea.
I would try switching brands, and make sure that the elastic around his legs is tucked in.

Size 4's are probably too big? My ds is about 18 lbs (maybe a little more) and he is in size 3 still. You could buy a small pack to try. Since you'll be using them sooner or later, you wouldnt really be wasting money.
my DS is 20lbs and seems to be doing ok in 3s. we do find that the poop goes up his back more but i think that is because he is sitting more and it gets pushed up.
