He's always out in his driveway blasting music. He'll even let it play while he's in the house.

He's always telling us he's moving (it's always a new story with a diff GF and place), but he never leaves!

You must have had our old neighbor move in to your area. Our old neighbor used to do that every day and our other neighbor had to sleep with earplugs. The music was so LOUD. He ended up letting his house go into foreclosure.

Sounds like my old neighbors. I lived in a building with 4 apartments, and I was on end. The guy right next to me would always blast his music in their living room, or go outside and blast it in his car. The neighbors on the other end had huge speakers they would put outside and blast music, even after the cops would come and tell them to turn it off. Some people are so inconsiderate.
