It really is possible you soil is bad. Weeds grow in bad soil because they can and because there is less completion with other plants. Test you soil throught WSU extention.
Your location likely has lots of evergreen trees or did before the house was built. This makes your soil acidic.
In your location your lawn never "dies" it is just dormant. Your lawn will become green again by fall/winter. Some people intentionally let their lawn go dormant every summer to save water.
Always mow you lawn as long as your mower allows. Cutting your lawn too short makes a brown lawn with in days during spring/summer.
I had bad soil in my front yard and the lawn never thrived. The soil was filled with gravel and waste from the construction of my house. To fix it we let the grass go brown and dry, dug up the top layer, put down 3-4 inches of compost, layed down sod, and watered well to establish. Sod is so much better than seed.
One more thing to think about: Weed n feed is illegal in Canada.
