Have to agree with you here.  Our pets are an extension of our family can't imagine not ever checking in on them for a year! 

 I applaud adoption places that put people through the ringer in order to adopt a pet, wish more places had higher standards.

I am a huge animal lover and advocate too but I believe she had issues with her BIL to begin with. It's really not an excuse to check in but who knows. Poor pup!

The part when she said she had not seen the dog in a year or more really bothered me. I was too busy at work to comment on that in the OP. Glad the dog seems to be okay and not malnourished.

That is an interesting question because people who do tend to abuse/neglect animals have psychopathic tendencies.

Agreed.  

The emergency veterinarian should have reported him as well. I am legally required to report ANY suspected abuse or neglect. So I am not sure how this one slipped through the cracks.

One of the severe animal abuse cases that I reported ended with a child abuse/neglect case. I guess the authorities determined that the parents were treating the animals like they were treating their children. 

This subject just makes me sick to my stomach! 

The OP said that her vet told her that the dog's injury was consistent with being hit by a car, and that the dog wasn't malnourished, so according to her the vet didn't suspect abuse. At least, that was her response shortly before my last comment on the topic.
