Typically when using the surnames of both parents, assuming a male/female couple, the female's name is first.
ETA: My stepson's name is hyphenated, although his bio mom and dad were never married. It has been a complete PITA when it comes to filing taxes and any type of school registration. We've had taxes rejected if the names are entered incorrectly.

I like the sound of Graham-Dean better, but that's pretty arbitrary ? both sound fine.
If you decide not to do a hyphenated surname, I think both names make great first names.

ETA: My first response was I thought these were first names. Dean-Graham sounds better because to me Graham-Dean runs together like gramdeen.
