moms who supplement with formula

At my little guy's 2 week appointment he wasn't quite back to birthweight.  So, we started waking him at night to eat (he was trying to sleep 6 hour stretches) and offering formula after every feeding, even if he fell asleep.  Even if he didn't act hungry, he always woke up to eat at least 1 oz of formula (after nursing on both sides).  He's now pretty regular, waking to eat every 2.5-4 hours during the day, one 4-5 hour stretch at night followed by a 2-3 hour stretch.

I think it took my milk a really long time to come in.  He is now 3 weeks old and often nurses on both sides and stays awake.  He is typically pleasant and silly after nursing.  My question is, should I continue to offer the formula if he is not ACTING hungry?  He will always take it, but it usually makes him pass out cold!  Should I start only offering the formula if he is still acting hungry?
