Regression

My 19 month old has developed regression back to being a baby.
She wants a pacifier that she hasn't had since she was 8 months when she just didn't want it anymore, she wants me to carry and hold her all the time or she cries, she is playing with baby toys, etc.
about 2 or 3 months ago I started keeping another child in my home. She is now 16 months old. I'm thinking that could be what triggered it considering my other DD is almost 8 months old.
I read an article that says to basically give in to the pacifier and holding. I really do not feel comfortable with giving in to the pacifier. I am
However holding her when I can, but I'm wondering if maybe I shouldn't even be doing that.
How long does this normally last?
Is there anything I can be doing to basically speed this regression up?
Also, am I wrong in holding her or not holding her??

I definitely want to do what helps her the most, just not sure what that is.

I am sure it has more to do w/ her younger sister than the kid you are babysitting. And general development of her own.
