Little white worms in water table

WHAT are these?  I put clean water from my tap in it about an hour before my baby woke up to play with it.  I had it on our deck.  She played with it, went to play in her new sand box, came back, and there were tiny white worms in the water.  They are pretty small...smaller than say a maggot.  Ugh.  I hate even typing that out...  I drained the water and came in and scrubbed DDs hands ASAP.
