Thumb sucker

My baby sucks her thumb all the time. I pull it out of her mouth and distract her but after a couple minutes it is back in her mouth. This morning we had a problem with her eating breakfast..or not eating breakfast. She wanted her thumb instead of the food I was offering her. (food she eats often and I know she likes)

 

How can I get her to stop sucking her thumb when she doesn't need it for soothing? or is this something she will grow out of?

Is she teething?  DS will suck his thumb at mealtime if his teeth hurt and he doesn't want to eat.
