I would think it should count, even if it only partly counts. The things that steal your hydration from your water are artificial sugars and caffeine.
Okay, that makes sense. Apparently, there is information that the carbonation also limits calcium absorbtion but that has not been confirmed or denied!

I would vote yes it counts, but you might want to stay away from ones with a lot of added salt. I think one article I read even said juice counts, but water is a lot healthier for you.
