No one can really answer this without more info. If you want the cheapest route, stick with prefolds.
I figured more people would chime in with their proposed minimalist stash suggestions and from the variety of responses, she could get a general idea. Sorry you don't like Kawaiis, but plenty of us love them.
Prefolds and kawaii covers, kawaii pockets (I really like kawaii so far) alva baby diapers are nice and inexpensive, Sunbaby diapers with bamboo inserts 6 diapers and 12 inserts ran 51$ I had kept it under 250$ until I splurged on a couple etsy diapers!
Re: Price range
If you really want to stay on the cheapest side of things, I think you need to budget at least $250.
About a $110-130 will get you 21 Kawaii OS pockets
You'll want a diaper sprayer, liners, and at least 2 wet bags: $70
3 newborn covers & 2 dozen small prefolds: $50-60
If you want cloth wipes, then add in $10 for a set of cheap flat diapers, or just use the random burp clothes people gift you.
And detergent - if you get Tide Original, then you can use that on your family laundry so I wouldn't count it as a CD expense.
