Waterproof Mittens for 19 month old

Can anyone recommend decent waterproof mittens/gloves for a little 19 month old girl?  I'm having trouble finding some decent gloves/mittens that she can play in the snow with that fit her - the ones I've seen are either too big or not very waterproof.  Thanks!
