Santa brings a big gift that needs to be assembled so we do that Chirstmas eve. Last year it was a kitchen and a basketball net. This year it is a Star Wars tent. We haven't really budgeted for it yet since I bought the tent when DS was a week old for half price.
Smaller wrapped gifts will be under the tree from us.
All of the kids gifts are from Santa. I figure that by the time they're old enough to notice that we didn't give them gifts in all that excitement they'll have figured out the truth about Santa and realize we got all that stuff for them. Our budget varies by the year and by what they need/want and ranges between $100-150 per kid.
We do one big gift from Santa to each. This year they are getting new bikes from "Santa".
We got them all the other smaller stuff they wanted.
Edit: and we spend around 150 a kid. That includes Santa gifts and the stuff we get them. We do the shopping on Black Friday and end up with a lot for them.

Santa always (or will start too) bring the large gift, always what they ask him for (that is how it was at our house when I was little) it is always left unwrapped.
Each set of grandparents (3) buys him around 200 worth of stuff and my dad usually buys a large gift as well. This year it is a Jeep, and we got him a step two playground.

In the future (probably starting next year), one big gift will come from Santa and the smaller ones will be from us. Last year, Santa brought clothes and this year, a couple puzzles and a peg board. I wouldn't do Santa at all if it weren't for my 4 year old nephew wondering why Santa didn't bring anything for his cousin.
I don't really have a set budget - probably under $100? Last year he didn't have a big present and this year it's a Strider balance bike. His smaller presents are usually about $50 - 75 all together.
