Having the same issue. Dr said sounds like cradle cap. Use baby oil to soften then rinse with baby shampoo and fine tooth comb to lift flakes. Increasing hair washes help and not pitting on oil or lotion on areas on scalp after.
We had the same issue - thought it was a bad case of cradle cap, but ended up being eczema! Dr. prescribed hydrocortisone cream for 7 days, and it cleared right up.

Our pedi recommended we put a little A&D ointment on the affected area before bed. We would give DS a bath in the morning and wash his hair and scrub his little scalp with the wash cloth (gently of coarse!) This helped TREMENDOUSLY after just 2 times! DS is now flake free, however, he did loose a notable amount of hair in the scrubbing process. But I assume this is hair that would have fallen out anyways. Good Luck!
I'm on my phone so I can't see you LO's age. My 15 month old has a terribly dry scalp and I don't like the baby oil residue plus it wasn't helping. I'm switching from Aveeno to CA Baby shampoo and if that doesn't help, I'm going to try coconut oil. Just a few more ideas to try.
