How do you find a "good" second opinion?

We live with in 20 minutes of a children's hospital, an hr from a major teaching university hospital and 2 hrs from another major city out of state with multiple well known hospitals. If we wanted to get a second opinion from a pediatric neurosurgeon how do you find the best one? We currently have a diagnosis from a MFM that our child has a severe encephalocele.
