I just asked my husband (who is obsessed with fishing) and he said if you don't know what they fish for you can't really get any specific gear so a gift card is the best way to go.
Otherwise, he said if they ICE-fish you should get them a Beaver Dam Tip Up. Evidently he loves them (which might explain why he has SO many!).
DH is obsessed with fishing and I agree that lures and tackle are very specific for what kind of fish they are trying to catch...I never buy anything for him that he doesn't specifically tell me he wants.
A good idea might be to buy one of those shirts that have built-in sun protection. DH has a ton of these and wears them all the time while fishing. He also loves visors to wear while fishing.

-Polarized sunglasses (minimizes glare from the water)
