I think as long as you're under 18, you're fine. Everyone grows up too fast, let them have their Halloween. Maybe that's just because I freakin' love Halloween.
I honestly don't care. I will give out candy to anybody, as long as they are in costume! Hehe.
This is true for me too, even though I might give the lame college students a side eye. I live in a college town, and even I am guilty of TorT'ing in my Freshman Year with a group of friends. We dressed up all as Rocky Horror characters, and people loved us. :P
I seriously considered checking ID's and handing out beer to the college crowd, but I don't want to risk it. lol
Last year I heard someone yelling "TRICK OR TREAT" outside my house. I go outside and see my 97 year old neighbor who pinned a tail to the back of her pants. She definitely got a candy bar.

Now this was way back in the 80's when candy wasn't so dang expensive but I remember mom and dad having at least 10 paper grocery bags over flowing with candy at the door. They had a BMX track at the time so all the guys came in costumes... and they were at least high school age.
But that was in the good old days when you went out at dusk and came in when there were no more lights on.
I think it depends on the child [or teen] when they want to stop ToT... I have a nephew who's nine, he told his mom he didn't wanna go out or dress up. She told him that's fine, he didn't have to... she mentioned to me that she was a little sad that he was ready to stop, but she's respecting his wishes. Anyways, long story short, he is dressing up after all lol...

High school is definitely too old. Middle school may be as well.
In college we did Halloween for the Hungry where we gave everyone a flyer the week before to have canned goods and then we went door to door asking for canned goods for the food bank. We ended up getting some candy too, maybe from 1/5 houses.
For me I went ToT till I was 18. I could probably still go to this day because even with today being my 27th birthday I still look like a 12 year old(besides the small baby bump and 2 kids). I went to my sons class halloween party and other parents kept looking at me like I was weird for being there. I'm guessing its because they thought I belonged at the middle school or high school.
I think if you can drive you're too old. It's a personal pet peeve. I like in a neighborhood that people literally flock to and it can get ridiculous! I especially have a pet peeve with 16 year olds who don't dress up and don't say trick or treat... At least try! Oh and DON'T knock on a door that has their lights off and don't knock on anyone's door after a respectable time! I would post that time but I might be in the minority. Vent over... Had to get that off my chest!!
I think there are other ways to enjoy Halloween once you're older. I understand older kids like candy too but I think of trick or treating for younger kids.
I think under 18, but you have to actually put some effort into it. I went in high school, but we went all out creating costumes. You can't just put a sheet over your head and say you're a ghost.
