Oct 30th. The night before Halloween.
...usual kids or punks do lots of bad things. In the burbs, maybe egg house, cars, smash mailboxes, TP cars/house etc, break car windows, smash pumpkins....
In the city, all of the above plus burn houses down
On phone/can't see info if posted. Where are you from?
ETA: always called devils night until recently people started patrolling streets to help stop crimes, renamed "Angel's night "
Never heard of it. The 31st is the day we celebrate in this area, but some people will have Halloween parties on the Fri/Sat before if the 31st falls mid-week.

Lol. No, this isn't a celebration. Of course we have parties around Halloween and oct 31st is day for trick or treating... This is none of the above.
Ok. So it's not everywhere.
We have mischief night. When my sister and I were younger we would soap my aunts car every year since she lived a few houses down. I'm pretty sure my town has a curfew for the kids that night, nothing major has ever happened in our neighborhood though.
My understanding is that it was only called Devil's Night in Detroit when they used to burn down half of the city each year. Then they changed it to Angel's Night in an effort to change the city's image and stop the crimes.
I'm sure other places have some mischief, but I've never heard it given that name anywhere else.
